A new National University of Military Security and Defense will be established, based on the reorganization of the Armed Forces Academy. The new university will integrate five defense institutes, the Higher School for Sergeant Training, and the Aviation and Drone Specialist School, forming a centralized and vertically managed educational structure. Key reforms include: expansion of dual (practical + theoretical) training, stronger integration of scientific research, development of leadership and modern warfare skills among sergeants. A hybrid &ldquo;2+2&rdquo; model will be introduced, allowing second-year civilian university students to transfer to military programs in 18 specialized fields, including psychology, logistics, and communications. To support talented youth, a new Presidential State Scholarship will be launched. Recipients will enter military graduate programs without exams and receive dual diplomas &mdash; in both military and civilian fields &mdash; enabling future careers beyond active service.
