One of the key changes concerns foreign legal entities providing online services or selling goods to individuals without registering with the Tax Committee. After receiving an official notice, such companies must register within 30 days; otherwise, their activities in Uzbekistan will be restricted. The grounds for conducting on-site tax audits are also expanded. An audit may be initiated if imported food products remain unsold for more than nine months, or meat, fresh fruits, and vegetables for more than three months. Inspections can also begin if goods worth more than 500 BRV (206 million soums) are found in warehouses. The rules for forming the tax base for real estate and construction materials are being revised: it will now be determined based on market value. Companies in construction and trade must submit information on their charter capital and any changes to it through their online tax account within 15 days. Updated rules for accelerated VAT refunds exclude companies whose founders or executives have previously evaded taxes, as well as enterprises established or reorganized by such individuals within the last 12 months. During desk audits, tax authorities are now required to review additional documents submitted by taxpayers. If violations are resolved and all outstanding tax liabilities, penalties and fees are fully paid, responsible officials are exempt from administrative or criminal liability. The procedure for issuing invoices for companies operating under licenses or permits is also simplified.
