Yesterday, on February 13, the next meeting of the Legislative Chamber of the Oliy Majlis took place. During this meeting, a draft law aimed at increasing the effectiveness of moral rehabilitation for prisoners was discussed.
As part of this project, a new Article 74-1 is being introduced into the Criminal Code, providing for the moral rehabilitation of prisoners through reading books. According to this article, prisoners who are required to serve their full sentence may have their term reduced by 3 days for each book read from an approved list, provided they pass a designated examination.
Additionally, based on Articles 73 and 74 of the Criminal Code, the possibility of early conditional release or replacement with a lighter sentence will be considered when deciding on the release of prisoners.
Furthermore, the Criminal Procedure Code will be supplemented with Article 536-1, and the Penal Enforcement Code with Article 80-1, which will regulate the procedural rules for reducing sentences based on confirmed acts demonstrating a commitment to self-improvement, as well as ensuring access to necessary literature.
The adoption of this draft law will contribute to enhancing the effectiveness of moral rehabilitation by engaging prisoners in socially beneficial activities and strengthening the educational impact of the law.
The draft law was conceptually adopted in the first reading.
