It was noted that on August 16, 2022, Uzbekistan and Switzerland signed a restitution agreement. Under this agreement, the “Trust” Fund was established in cooperation with Uzbekistan, Switzerland, and the United Nations, under the UN’s Multi-Partner Trust Fund. A Strategic Committee and a Civil Society Advisory Board were set up to manage the fund’s resources.

As part of the first tranche, an agreement was reached between the governments of Switzerland and Uzbekistan to return USD 131 million; under the second tranche — USD 182 million.

Specifically, in the healthcare sector, 5,841 pieces of modern medical equipment of 23 types were purchased for 230 perinatal centers across the country. Additionally, over 1,400 more medical devices are planned to be procured using the savings.

Moreover, with the support of UN organizations, over 11,000 healthcare workers were trained. Also, 29 national protocols and manuals for medical services in maternity facilities were updated in line with international standards.

In the education sector, activities under the “Trust” Fund are being implemented in two components. The first focuses on enhancing educational opportunities through the expansion of information technologies and digital solutions.

The second component involves a project proposal — developed in cooperation with international organizations — aimed at improving school sanitation and hygiene systems, modernizing heating systems, and involving communities in school management.

In this regard, the return of illegally obtained funds confiscated in Switzerland for the benefit of the Uzbek people is welcomed. Gratitude is also expressed to all representatives of international organizations contributing to this agreement and the social projects.
