Health Ministry Eases Transition to E-Prescriptions

Uzbekistan’s Ministry of Health has approved a phased rollout of the “E-Prescription” system following consultations with medical professionals and experts. The corresponding order was signed by Health Minister Asilbek Khudayarov, the ministry’s press service reported.

The ministry emphasized that the transition will be as smooth and clear as possible, taking into account the practical experience of doctors, proposals from public and private clinics, and patients’ needs. The decision follows initial challenges observed during the system’s launch in Tashkent and 15 pilot districts.

At the first stage, electronic prescriptions will be mandatory for antibiotics, synthetic antibacterial medicines, and systemic hormonal drugs. Lists of medicines will be formed gradually, with separate approvals at each stage.

Only physicians are authorized to issue prescriptions, including electronic ones. Pharmacies will dispense prescription medicines based on an e-prescription, QR code, or the patient’s personal identification number (PINFL). During the transition period and in emergency situations, paper prescriptions will remain temporarily available.

A 24/7 hotline (1003) has been launched to assist patients. Through the call center, citizens can receive consultations, contact their family doctor, obtain an electronic prescription remotely, and arrange home medical care for bedridden patients and those with chronic illnesses.

Foreign citizens will also be eligible to receive electronic prescriptions on general terms after registering with public medical institutions.

The Ministry of Health noted that the e-prescription system aims to improve treatment safety, strengthen accountability in prescribing medicines, and streamline pharmaceutical circulation. The rollout will be accompanied by ongoing monitoring and feedback from both citizens and healthcare professionals.
