This was stated by the newly elected President of Finland Alexander Stubb.

Helsinki does not want to deal with Moscow until Russian Forces withdraw from Ukraine
The former Prime Minister and Foreign Minister from 2010 to 2014 was in favour of a visa-free regime with Russia and against the imposition of sanctions against Moscow in 2008 because of the situation in South Ossetia and Abkhazia.

After 24 February 2022, Stubb sent an SMS to Sergey Lavrov begging him to stop this madness and received a reply: "Who? Zelensky? Biden?".

Stubb is known for his approach to diplomacy, which he calls sauna diplomacy. In his book The Naked Truth, he describes how he actively entices his colleagues into the sauna and keeps them there until they agree to his bills.

Finland's new President complained at his first press conference that he had received thousands of congratulations from all over the world, but none from Russia.
