Dear compatriots! First of all, on this auspicious occasion, I would like to sincerely congratulate you, dear people, our multi-ethnic nation on December 8 - Constitution Day of the Republic of Uzbekistan. Without a doubt, today we all deeply feel and realize that this year's Constitution Day has a special spirit and charm. First of all, this is due to the fact that these days are taking place in a historical environment where great changes are being made in our political-legal, socio-economic, spiritual-educational life.
It should be emphasized once again that the elections to the Oliy Majlis and local councils held in the spirit of openness and competition on October 27 of this year were a very important step towards the implementation of our updated Basic Law.
According to the results of these elections, which clearly demonstrated the will, unity and solidarity, political culture of our hardworking, noble and tolerant people to build New Uzbekistan, the constitutional rights and powers of our country have increased, and the responsibility of the formation of a new representative system, which has increased several times, certainly pleases all of us.
Another important aspect is that the governors are moving from the practice of leading the local councils to a new system where these bodies are headed by the chairman of the council elected from among the deputies for the first time.
In addition, the transfer of more than 30 powers of governors to local councils indicates that the principles of democracy and philanthropy are gaining more and more importance in our social life.
Adhering to the constitutional principle that "the people are the only source of state power", we will expand the powers of the parliament and local councils, increase their activity, create the necessary conditions for their effective operation, in a word, make them truly the voice of the people. we will strictly continue our reforms aimed at turning
