Teachers who have less than 5 years left before reaching retirement age will not be subject to mandatory certification and will receive payment based on their current qualification category (position).

Improves the System of Teacher Certification and Incentives
Uzbekistan is continuing to improve the system of teacher certification and incentives. In accordance with Cabinet of Ministers Resolution No. 130, adopted on February 28, 2025, significant changes in this area have been approved.

According to the resolution, until September 1, 2025, the following categories of teachers will be exempt from mandatory certification and will retain their payment based on their current qualification category (position):

Teachers who hold the highest qualification category (chief teacher position) and have maintained it for 15 years with continuous work experience.

Teachers with 25 years or more of teaching experience.

Teachers who have less than 5 years left before reaching retirement age.

Teachers who have reached retirement age but continue to work.

Teachers who meet the following criteria will be granted a qualification category without undergoing certification:

Teachers with 25 years or more of teaching experience – their current qualification category.

Teachers who have less than 5 years left before retirement – their current qualification category.

Teachers who hold the highest qualification category (chief teacher position) and have maintained it for 15 years with continuous work experience – the highest qualification category.

According to the new resolution, the following changes will also be implemented:

Certification of teachers in "Music Culture" and "Physical Education" subjects, teachers of retirement age, and teachers without higher education.

Improvement of the incentive system for qualified teaching staff and outstanding employees working in the preschool and school education system.

Further development of the Minister of Preschool and School Education Fund.

These changes aim to support teachers, enhance their qualifications, and improve the overall quality of education in the country.
