Measures to combat drug-related crimes and ensure road safety were discussed

President Shavkat Mirziyoyev reviewed a presentation on improving legislation aimed at protecting public health and the nation's gene pool from drug addiction, as well as ensuring the safety of road users.
First, information was presented on the nature and significance of the law aimed at increasing penalties for the illegal trafficking of narcotic drugs, psychotropic substances, their analogues, and potent substances. This law was passed by parliament.
The law introduces a new chapter to the Criminal Code, "Crimes against Public Health and the Gene Pool," providing for increased penalties for dangerous acts that threaten the health of the population, especially young people.
Taking into account modern methods and forms of drug-related crimes, separate penalties are established for organizing illegal drug laboratories, patronizing drug trafficking, and operating drug dens. Penalties are also increased for more than 10 dangerous acts.
Noting that this law will become an important legal basis for taking the fight against drug-related crime and protecting public health and the nation's gene pool to a new level, the head of state signed it.
A presentation was also made on the draft law "On Narcotics and Potent Substances," developed by an interdepartmental working group.
It was noted that the drug situation has changed significantly in recent years: traditional narcotics are being replaced by synthetic drugs. Their distribution methods have also changed—increasingly, they are being carried out contactlessly via the internet. Furthermore, the emergence of clandestine laboratories in the country requires a fundamental review of the legal and organizational mechanisms in this area.
The new bill defines seven key areas of state policy. These include developing "immunity against drug addiction" among the population, especially women and youth; combating drug-related crimes committed online; and improving the system of early prevention, diagnosis, treatment, and medical and social rehabilitation for drug addiction.
The draft provides for a clear definition of the responsibilities and powers of 14 government agencies directly involved in combating drug trafficking, drug addiction, and drug-related crime. State oversight over the legal circulation of these substances will be strengthened, and all processes—from import to sale—will be subject to continuous electronic monitoring.
Proposals for further improving the regulation of precursors, narcotics, and psychotropic substances were also considered. The importance of implementing an electronic monitoring system and strengthening interagency cooperation in combating illegal activities was noted.
The presentation focused on preventing road accidents.
It was noted that some citizens entrust vehicles to minors, leading to fatal and serious injury accidents.
In this regard, the need to ensure compliance with traffic regulations based on new approaches, prevent accidents with serious consequences, and increase penalties for such violations was emphasized.
The President of our country approved proposals to organize the fight against drug addiction and drug-related crime in accordance with modern requirements, decisively curb the spread of this evil among young people, and ensure road safety. Responsible officials were given relevant instructions on the issues discussed.
