On April 9, President Shavkat Mirziyoyev reviewed proposals to establish the legal foundations of urban renovation.

Over the past eight years, Uzbekistan’s population has increased by 6 million. During this period, nearly half a million homes have been built. In particular, last year, apartment buildings with 100,000 units were constructed, and this year, more than 130,000 units are planned.

In the coming years, the population is expected to reach 40 million. With such growth, the demand will rise to 140,000–150,000 housing units annually. This would require an additional 2,000 hectares of land each year. However, land resources are limited.

In this context, a renovation program is a suitable solution. For example, there are 17,000 old two- and three-story buildings across the country. Their condition and infrastructure no longer meet today’s standards. Electricity, gas, water, and other utilities are outdated; many lack proper sewage systems.

If modern buildings are constructed in their place, the area can accommodate three times more residents. Most importantly, the new apartments will feature modern communications, hot and cold water, and proper sewage. People will live in clean, comfortable, and pleasant conditions.

Another crucial aspect is energy efficiency. When residential buildings are compact, infrastructure and energy consumption are significantly reduced.

Until now, there was no single legal document regulating this field. Therefore, based on international experience, a draft law titled "On Urban Renovation" has been developed.

Such programs are planned to be implemented in three stages. First, suitable renovation areas will be identified in cities and districts, and a project will be developed. Property owners will be offered new housing or compensation. All agreements with property owners will be made individually and certified by a notary. Renovation funds will be established in each region for the projects.

In the second stage, the renovation program will be reviewed by local and national councils, and a construction company will be selected. In the third stage, the buildings will be constructed and put into operation.

It is also estimated that this system could save 20,000 hectares of land. In the first phase, it is planned to build 20,000 apartments as part of the renovation.

The head of state emphasized the importance of implementing such projects systematically and fairly, primarily taking into account the interests of the current residents.
