High-ranking officials from Russia and the United States have begun negotiations in Saudi Arabia, a meeting that could shape the future of the Ukraine conflict and bilateral relations between the two powers. This is the first dialogue of such a level in several years, yet Ukraine has not been invited, sparking discontent in Kyiv.

The meeting is attended by Russian Foreign Minister Sergey Lavrov, Russian Presidential Aide Yuri Ushakov, U.S. Secretary of State Marco Rubio, National Security Advisor Mike Waltz, and Washington’s Special Representative for the Middle East, Steven Whitkoff. According to sources, Kirill Dmitriev, head of the Russian Direct Investment Fund (RDIF), may join the Russian delegation to discuss economic issues.

The negotiations are taking place in the wake of an unexpected phone call between Donald Trump and Vladimir Putin last week. European leaders have already voiced concerns that they are being sidelined in the peace process. Meanwhile, Kyiv has categorically rejected the possibility of any agreement being reached without its participation.

Reports suggest that the discussions cover not only potential ways to end hostilities but also the restoration of U.S.-Russia relations, which reached a "historic low" during Joe Biden’s administration.

The outcome of the talks could lead to the organization of a summit between Trump and Putin.
