On the eve of May 9, Moscow may plunge into an information vacuum: restrictions will affect not only mobile internet but also voice calls, SMS, and even secure government resources, extending as far as the MKAD boundary.
Moscow is bracing for severe mobile communication restrictions during the parade rehearsals and the event itself on May 5, 7, and 9. According to sources close to telecom operators and Rostelecom, the blackouts will be "more powerful" than the disruptions seen in March. A total shutdown of cellular service and SMS is expected not only in the city center but across the entire area within the MKAD beltway. Even "white-listed" resources—sites usually accessible during internet shutdowns—may be affected.
These measures are linked to an elevated terrorist threat. The Victory Day parade on Red Square will also see changes: for the first time in 19 years, it will proceed without a column of military hardware and in a "truncated format."
