Navoi Region Strengthens Targeted Efforts to Reduce Poverty and Unemployment

Navoi Region is strengthening targeted measures to reduce poverty, create jobs and increase household incomes. A working group led by Tanzila Narbaeva, Chairperson of the Senate of Uzbekistan’s Oliy Majlis, reviewed family conditions in several mahallas and examined projects aimed at expanding employment.
In the Kyzyltepa, Karmana and Nurata districts, the group assessed the socio-economic situation of vulnerable families and measures to help them move out of poverty. A census of unemployed citizens and low-income families has begun. Individual plans are being prepared for each household, covering not only employment and income but also healthcare, education, preschool access and housing conditions.
Narbaeva stressed that poverty reduction should move away from a general approach and instead take into account the capabilities, needs and problems of each family. The priority is to create a stable source of income rather than provide one-time financial assistance.
To strengthen oversight, 270 deputies of regional, district and city Councils have been assigned to 310 mahallas. Working groups also include representatives of the Association of Mahallas, the Nuroniy Foundation, the Committee for Family and Women, the Youth Affairs Agency, the National Agency for Social Protection and trade unions. Authorities have also been tasked with making more effective use of more than 18,000 vacancies available in the region.
Entrepreneurial projects were also reviewed. SVS NAVOIY is implementing a $40 million project to produce cotton gloves with a latex coating. Once operating at full capacity, the facility is expected to create 700 jobs and generate $15 million in annual exports.
In Nurata, an embroidery enterprise has provided permanent employment to 200 unemployed people and women returning from labor migration. Its products are sold domestically and in the United States and Türkiye. Fourteen guest houses have been established in the Sayidato mahalla, while baker Khadicha Gaybullayeva used a preferential loan of 19 million soums to launch production of 450–500 flatbreads a day, creating income for five women.
The Malika Karvon Family Park eco-park was also reviewed. Covering 3 hectares, the complex can accommodate up to 700 guests at a time and has created 150 new jobs.
