New Migration Regulations Implemented in Turkey

As of February 2025, the Migration Administration of the Republic of Turkey has abolished the conditional entry ("şartlı giriş") system. This change was officially announced by the Istanbul Consulate General.
Under the new rules, foreign nationals whose legal stay in Turkey has expired or who have been denied a residence permit (ikamet izni) can no longer re-enter the country under the conditional entry system. What Has Changed?
Previous System:
Foreigners who overstayed their legal stay or were denied a residence permit could return to Turkey through conditional entry.
They had 10 days to submit a new application.
Current System:
This possibility has been completely abolished.
If a foreigner has not left Turkey on time or has been denied a residence permit, they will not be allowed to re-enter immediately.
Depending on nationality, the entry ban to Turkey may range from 3 to 6 months.
According to unofficial sources, since early February 2025, over 150 foreign nationals have encountered difficulties at airports due to being unaware of these changes. Most of them attempted to return to Turkey under the previous system but were denied entry.
The Istanbul Consulate General has urged citizens to take the following precautions:
- Familiarize yourself with Turkey’s current migration regulations before traveling.
- Ensure that your documents are in order.
- If your legal stay has expired or you have been denied a residence permit, leave Turkey on time. Violations may limit your ability to return to the country.
