Perfectum Reshapes Ownership as Competition Committee Approves Deal

Uzbekistan's Competition Committee has approved the acquisition of a 50% stake in mobile operator Perfectum by businessman Farhod Mamatjanov, paving the way for further investment and development in the country's telecommunications sector.
The committee reviewed Mamatjanov's application to acquire a 50% share in Rubicon Wireless Communication, which operates under the Perfectum brand. After assessing the transaction, the special commission concluded that it would not have a negative impact on market competition and approved the deal.
According to the state business registry, the company's current ownership structure includes Abdumalik Iminov with 50%, IMC-Capital with 37.5%, and Kamron Akbarov with 12.5%.
The transaction is closely linked to previously announced plans to modernize the operator. In August 2024, Farhod Mamatjanov announced plans to launch a new telecommunications project in Uzbekistan in partnership with the British company Vodafone, with total investments estimated at €250 million.
The project is also expected to involve Finland's Nokia as a supplier of telecommunications equipment and technology. Financing is planned through a combination of shareholder investments and external funding.
The approval marks another milestone in Perfectum's transformation and is expected to support further modernization of Uzbekistan's telecommunications infrastructure, strengthen competition, and accelerate the deployment of advanced digital communication technologies.
