President Shavkat Mirziyoyev reviewed new approaches to modernizing the system of prevention and response to emergencies, emphasizing the need to transition to a proactive and digital risk management model.

Despite more than 30 legislative acts in this field, Uzbekistan still lacks a comprehensive national program for emergency protection. The “Fire Safety Law,” adopted 16 years ago, no longer meets modern requirements.

The President instructed to establish an early warning system capable of anticipating risks and responding swiftly. Over 70% of emergencies, he noted, occur in residential areas due to faulty appliances and low safety awareness — making community-level prevention a key priority.

Digitization was identified as a cornerstone of reform. Mirziyoyev called for the full digitalization of emergency processes, from alerts to response operations, and the localization of modern equipment production.

He also ordered the launch of dual education programs, a training center for professional rescuers, and a continuous system for retraining specialists at the Academy of Emergency Situations to address emerging technological threats.
