Procedure Established for Providing Subsidies and Loans to Citizens in Labor Migration

On Tuesday, April 22, 2025, the Cabinet of Ministers of Uzbekistan adopted Resolution No. 252 “On measures to further improve the system of organized employment of citizens of the Republic of Uzbekistan abroad.”

Procedure Established for Providing Subsidies and Loans to Citizens in Labor Migration
According to the resolution, a “Center for Preparation for Employment Abroad” will be established, offering labor migration-related services based on the “one-stop-shop” principle.

In addition, by increasing the number of passenger buses, affordable and organized transportation will be arranged for citizens traveling abroad for temporary labor activities and returning home.

The resolution also approved the Regulation “On the procedure for providing subsidies, compensations, and loans to citizens going abroad for labor activities and those already in labor migration.”

According to the regulation, subsidies and compensations will be provided to citizens registered in the “Xorijda ish” labor migration e-platform and participating in organized labor migration to cover the following expenses:

— Up to 3 times the base calculated value (BCV) to cover costs for passing foreign language and/or professional qualification exams (upon successful completion and certification);

— Up to 5 times the BCV to cover expenses for obtaining a “work visa” for employment abroad;

— Up to 2 times the BCV to cover travel ticket costs;

— Up to 50 teachers whose students have obtained international certificates in German, English, Japanese, or Korean at a level of at least B1 will receive 50 million soums each.

Citizens going to developed countries for temporary employment under organized programs will be eligible to receive microloans of up to 10 million soums for a period of 2 years, at an interest rate 4 percentage points higher than the Central Bank’s base rate, issued by commercial banks.
