The trilateral meeting between the delegations of Turkey, the USA, and Ukraine concluded in Istanbul. The talks were held at the historic Dolmabahçe Palace under the chairmanship of Turkish Foreign Minister Hakan Fidan.
The American delegation was headed by Secretary of State Marco Rubio. Along with him, the US Ambassador to Turkey, Tom Barak, and President Donald Trump's Special Representative for Ukraine, Keith Kellogg, participated in the negotiations. Ukraine was represented by the Head of the Presidential Office, Andrey Yermak, Defense Minister Rustem Umerov, and Foreign Minister Andrey Sibiga.
The talks were held on the eve of the planned meeting on the same day in the format of Turkey - Russia - Ukraine. The possibility of an expanded format involving the US is still being discussed.
The context of the meeting underscores the seriousness of the moment: this is the first attempt to restore direct dialogue between Moscow and Kyiv since 2022.
The previous rounds of negotiations in 2022 - including meetings in Gomel, Brest, Antalya, and also in Dolmabakh - yielded no tangible results. However, it was here that in March 2022, the Ukrainian delegation presented a draft of a possible agreement for the first time. After a long pause, the parties return to the negotiating table, with Moscow stating its readiness to discuss compromises and Washington hoping for a comprehensive ceasefire.
