Saudi Arabia and the United Arab Emirates do not recognise the jurisdiction of the ICC, which issued an arrest warrant for the Russian President accused of war crimes in Ukraine.

Russian President Vladimir Putin made a working visit to the United Arab Emirates (UAE) and Saudi Arabia on 6 December and met with the leaders of these countries. He was received by President Mohammed bin Zayed Al Nahyan in Abu Dhabi, Crown Prince and Chairman of the Council of Ministers Mohammed bin Salman Al Saud in Riyadh.

Most of the talks in both countries took place behind closed doors, first as delegations and then one-on-one. They discussed bilateral relations and international topics, in particular the Palestinian-Israeli conflict and the war in Ukraine. With the Saudi Crown Prince, Putin also discussed the two countries' co-operation within the OPEC+ framework.

During his visit to the UAE and Saudi Arabia, Putin's plane was escorted by Russian fighter jets due to the unpredictable situation in the region, presidential spokesman Dmitry Peskov said. Putin returns to Moscow on 7 December, where he is scheduled to hold talks with Iranian President Ebrahim Raisi.

This is Putin's first trip to the Middle East since the International Criminal Court (ICC) in The Hague issued a warrant for his arrest. The UAE and Saudi Arabia do not recognise the jurisdiction of the ICC and do not participate in its work. Since the wanted list was issued, the Russian president has visited three CIS states and China bordering Russia, as well as the Russian-occupied territories of Ukraine.
