"Baza" published the full transcript of the negotiations between the crew of the crashed AZAL plane and the air traffic controllers. According to the transcript, the decision to not land in Grozny, avoid flying to Makhachkala, and then return to Baku, followed by a flight to Aktau, was independently made by the Azerbaijan Airlines crew.
The controllers first suggested landing in Grozny, then in Makhachkala, and provided information about other Russian airports, but the crew decided not to land there.
Additionally, the records indicate that the crew mentioned a bird strike and an exploding gas cylinder on board during their negotiations with the air traffic controllers.
