Samarkand Hosts Discussions on Constitutional Justice in the Age of AI

The 7th Congress of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC-ASIA) is taking place in Samarkand, focusing on constitutional justice in the context of digitalization and artificial intelligence. The October 1–2 event brings together representatives from more than 20 countries.

The Congress is attended by heads of Constitutional and Supreme Courts, representatives of international organizations and leading legal scholars. Its central theme is “Constitutional Justice in the Context of Digitalization and Artificial Intelligence.”

Participants are discussing how the rapid development of digital technologies and AI is affecting judicial systems, the rule of law and the protection of human rights. Key issues include judicial independence amid digital transformation, safeguarding human rights in the digital environment and the use of artificial intelligence in constitutional review.

The agenda also covers the legal limits of AI use, procedural safeguards, personal data protection and impartiality when new technologies are applied in the judicial sphere. Participants are also examining prospects for international and regional cooperation among constitutional jurisdictions.

The Congress is being held during the 2025–2027 term of Uzbekistan’s Constitutional Court presidency of AACC-ASIA. According to the organizers, the forum is aimed at identifying new mechanisms for upholding the rule of law and human dignity amid global technological transformation.

Uzbekistan’s President Shavkat Mirziyoyev sent an address to the Congress participants, emphasizing the need to direct artificial intelligence and modern technologies toward human interests and the rule of law. He said the common goal should be to turn technology into a reliable tool for protecting the rights and freedoms of every individual.

The Congress is expected to conclude with the adoption of the Samarkand Declaration. The document is intended to strengthen common approaches to the development of constitutional justice in the digital era and further cooperation among constitutional jurisdictions.
