Tashkent Enterprises to Relocate to Syrdarya: Shavkat Mirziyoyev Announces Conditions and Incentives

During an extraordinary session of the Syrdarya Regional Council, President Shavkat Mirziyoyev presented a comprehensive plan for the region’s development and announced that Syrdarya will become one of the key locations for relocating industrial enterprises from Tashkent. Special incentives were prepared for businesses, while regional authorities received ambitious production and investment targets.
Industrial Development and New Projects with China
Syrdarya currently hosts several enterprises created with Chinese investors:
31 plants,
around 5,000 employees,
$500 million in investments.
An additional 40 projects worth $700 million are being accelerated.
The Syrdarya Free Economic Zone has been expanded by 1,800 hectares, including areas of Yangiyer, Gulistan, Shirin, Syrdarya, Bayaut, Mirzaabad, Akaltyn, and Khavast. The president stressed that only high value-added projects should be placed in these zones.
Each district must launch new projects totaling at least $4 billion.
Delegations of local officials will travel to China’s Jiangsu, Shandong, Guangdong provinces and several major cities to present projects and establish partnerships.
A major project expected to create at least 5,000 jobs will be implemented in Gulistan within the framework of the “Uzbekistan–Shanghai” special zone.
Relocating Enterprises from Tashkent: Conditions and Incentives
Shavkat Mirziyoyev recalled that Tashkent’s industrial facilities are gradually being moved outside the capital. Many companies are seeking areas with affordable land, infrastructure and lower taxes. According to the president, Syrdarya’s free economic zones have strong potential to accommodate such industries.
Entrepreneurs relocating from Tashkent will receive the following incentives:
simplified land allocation,
rental discounts,
subsidized loans of up to 10 billion soums,
preferential railway tariffs for raw material shipments.
Capacity Utilization and Local Production
The region has 1,140 enterprises, but 129 of them operate below capacity due to dependence on imported components.
Localizing component production could reduce costs by around 10%.
A proposal to establish a production cluster for components on 200 hectares in the “Farovon” zone, where infrastructure is already available, has been approved.
Regional authorities must ensure the launch of $800 million worth of projects.
Energy Expansion: Upgrading the “Feruz” Substation
Most large and medium-sized enterprises are concentrated in Syrdarya, Gulistan, Saykhunabad, Mirzaabad and the city of Gulistan.
Entrepreneurs expressed readiness to implement $200 million in new projects if the “Feruz” substation’s capacity is increased.
Shavkat Mirziyoyev ordered the installation of two 250 MW transformers to boost its capacity.

create 25,000 new high-income jobs,
ensure at least 7% industrial growth,
raise total annual industrial output to 30 trillion soums.
