The Construction Inspectorate is transferring to government subordination

A large-scale reform in the field of construction supervision has begun in Uzbekistan: the Construction and Housing and Utilities Supervision Inspectorate is being transferred from the Ministry of Construction to the direct management of the Cabinet of Ministers. Also, for the first time, part of the supervisory functions is transferred to the private sector - especially in the sphere of individual housing and small facilities.

According to the presidential decree of April 14, the inspection will become an independent republican executive body, and its head will now be appointed by the country's president. The structure will be financed from the budget, as well as from fines, deductions, and revenues from its own activities.

The Inspectorate will not be able to interfere in the financial and economic activities of companies, and its functions will be fully digitalized - from construction control to water supply and management of apartment buildings.

Starting from July 1, supervision of private construction (residential buildings up to 12 m, areas up to 500 sq.m, and small non-residential objects) will be transferred to licensed design organizations. It is they, on the basis of the agreement, who are obliged to conduct control and submit conclusions to the "Shaffof qurilish" system. Only with such a conclusion can the building be put into operation.

Also, from May 1, if there is an agreement between entrepreneurs and territorial inspections, short-term inspections are no longer subject to registration in the "Unified State Control" system.

The reform aims to increase transparency, reduce bureaucracy, and develop public-private partnerships in the construction sector.
