In the city of Nurafshan, President Shavkat Mirziyoyev familiarized himself with the activities of Cyber University, which specializes in information security and digital technologies.
Transforming the country into a regional IT hub is identified as one of the priority goals of the "Uzbekistan 2030" Strategy. To achieve this, special attention is paid to the digitalization of public administration and economic sectors, the development of modern telecommunications infrastructure, the training of competitive IT personnel, and the expansion of the innovation ecosystem.
Thanks to the favorable conditions created in recent years, the number of IT companies, high-paying jobs, and the export of digital services in the country are steadily growing. The training of young specialists with modern knowledge and skills is of particular importance in this process.
Cyber University was established in accordance with the Presidential Decree of January 20, 2025, as an independent higher education institution under the Ministry of Digital Technologies.
The university trains specialists who meet international requirements in the fields of information and cybersecurity, artificial intelligence and robotics, cyberlaw, digital forensics, and cybereconomics.
Currently, the university comprises two faculties and four departments. Approximately 1,000 students are enrolled in eight undergraduate and two graduate programs.
The university boasts an academic building with 1,585 students, an 805-bed student dormitory, modern sports facilities, a cafeteria, and an information and resource center.
The head of state inspected the university's facilities and held a warm conversation with the students.
"The need for specialists like you will only increase in the future." If every industry and every region fails to develop in step with digital technologies, the country will not be able to develop successfully. Therefore, you must constantly work on improving yourself and mastering the latest knowledge,” the President emphasized.
The university team successfully competes in international cybersecurity competitions and hackathons held within the framework of the Shanghai Cooperation Organization. Built on the principles of environmental sustainability, the university has been awarded the status of "Green Campus."
President Shavkat Mirziyoyev then took part in the groundbreaking ceremony for the Center for Future Technologies, which will be built on the campus adjacent to the university.
In his speech, the head of state emphasized that algorithms, the foundations of which were laid by our great ancestor Muhammad Khorezmi, have today become the foundation of the global economy and an integral part of everyday life.
He noted that in the modern world, competition is no longer measured in years and months, but in minutes and seconds. Countries that delay digital transformation, fail to embrace artificial intelligence technologies, and fail to invest in innovation will lag behind global development.
"It is impossible to develop without seriously digitizing all areas of our lives. We must all deeply understand that without this, we have no future," the President said.
In recent years, Uzbekistan's achievements in information technology have received wide recognition from the international community. This year, venture capital investment increased fivefold, making our country the fastest-growing country in the world.
The size of Uzbekistan's national startup ecosystem has reached nearly $4.5 billion. To support innovative ideas, a Presidential Startup Competition with a prize fund of $5 million has been launched.
Additionally, an artificial intelligence data center and engineering cluster will be established, along with a center for the production of secure computers, data transmission equipment, and high-tech tokens. A dedicated testing ground will be set up for unmanned aerial vehicles and robotics.
With the support of the Asian Development Bank, a platform will be created for the commercialization of domestic technologies and the promotion of national products on international markets. A 5-megawatt power plant will be built to provide projects with a stable power supply.
The center is expected to attract leading global companies, universities, and scientists, as well as create modern social, cultural, and amenities for students and staff.
Most importantly, this innovative ecosystem will create over 5,000 highly skilled jobs. The center will provide a powerful impetus for the development of the digital economy in the Tashkent region and further strengthen the region's innovative potential.
As noted, digital services exports in the Tashkent region are expected to increase to $50 million this year. To further expand existing potential, construction of modern IT parks has also begun in Nurafshan and Chirchik.
"Our irreversible reforms, implemented with a long-term perspective, will form a solid foundation for the future of our youth – the creators of the New Uzbekistan. 'Digital Uzbekistan' will be our worthy legacy for future generations," the head of state said.
It was emphasized that the main goal is to transform this site into a center for artificial intelligence and digitalization in the Tashkent region, a modern complex where young people can fully develop their knowledge, talent, and abilities.
It was noted that the scientific developments, technological solutions, and discoveries to be implemented at the Center for Future Technologies will further strengthen our country's international standing.
The ceremony also marked the start of construction on nine new projects worth a total of $465 million, which will be implemented with the participation of Russian, Chinese, and German companies.
The launch of new facilities will create an additional 5,000 jobs and expand public access to modern social services.
