The State Order for Higher Education Graduates Will Be Formed Through a Special Platform

A government decree No. 49 has been adopted, titled “Regulation on the procedure for forming the state order for higher education graduates.” According to the decree, the state order for higher education graduates will be formed through a special electronic platform (Platform).

Starting from the 2025/2026 academic year, the state order for higher education graduates will be determined based on the data collected on the platform and the analysis of labor market demand;

The demand for specialists will be developed for a 4-year period, with annual updates on labor market trends, the need for specialists in social institutions, and the staffing of economic sectors in regions, with relevant adjustments made to the platform.

The platform will include the following data:

The number of officially employed individuals in economic sectors;

Information on the employment status of graduates from state and private universities after graduation;

Labor resource balance, available vacancies in the labor market, and the employment level by types of economic activities;

Information about graduates and universities in the "Higher Education Process Management (NEMIS)" information system.

The regulation foresees:

The collection, processing, and presentation of data for the state order to higher authorities;

The procedure for determining the employers' demand for higher education graduates;

Identifying priority areas when forming the state order for the balanced development of economic sectors.

Starting from 2025, the parameters of the state order for higher education graduates will be approved based on the forecast of the demand for specialists for a 4-year period. This will be submitted to the State Commission for Admissions to Educational Institutions by May 1 each year.
