Donald Trump's plan to end the war in Ukraine is expected to be presented at the Munich Security Conference by U.S. special envoy for Ukraine, Keith Kellogg, according to Bloomberg sources.
The sources did not specify how detailed the plan would be or in what format it would be presented. However, recent statements by Kellogg and other officials suggest that the plan is based on the principle of "peace through strength," meaning that warring parties would be pressured into a ceasefire.
According to Bloomberg, Trump’s plan involves freezing the conflict and keeping the Russian-occupied territories of Ukraine in a "suspended state," while also providing security guarantees to Kyiv. However, the specifics of these guarantees remain undisclosed.
Kellogg previously stated on social media platform X (formerly Twitter) that he would participate in the Munich conference and was looking forward to discussing Trump's goal of ending the "bloody and costly" war in Ukraine. "I will meet with America’s allies who are ready to work with us," the special envoy wrote.
Ukraine has insisted on Russian forces withdrawing to the 1991 borders, including Crimea, Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, which were annexed by Russia in 2014 and 2022. Later, Zelensky expressed willingness to negotiate with Russian President Vladimir Putin, provided the U.S. and the EU offer security guarantees.
