Tokayev Cleared to Run Again for President of Kazakhstan

Kazakh President Kassym-Jomart Tokayev is legally eligible to run for the presidency again following the entry into force of the country’s new Constitution. The Constitutional Court ruled that any election under the new constitutional framework would be considered his first presidential term.
The clarification followed a request from Tokayev himself. He asked whether officials holding senior state positions under the 1995 Constitution could be elected or appointed again after the 2026 Constitution took effect.
The court ruled that previous terms served under the former Constitution are not counted when applying the new constitutional provisions. The interpretation applies to the president, as well as the heads of the Constitutional and Supreme Courts and the prosecutor general.
Kazakhstan’s new Constitution entered into force on July 1. It retains the limit of a single seven-year presidential term with no right to re-election. However, an election held under the new Constitution would be treated as a first term.
Tokayev has led Kazakhstan since March 2019. He was re-elected in November 2022 with 81.31 percent of the vote, and his current term is due to expire in 2029.
The president previously said the next election should take place in 2029 and stated that he intended to leave office after completing his current seven-year term. The court ruling confirms only his legal eligibility to run again; Tokayev has not announced a decision to seek another term.
