Under President Shavkat Mirziyoyev, a Meeting Begins on Taking Poverty Reduction and Income Growth Efforts to a New Level
Uzbekistan
The meeting placed particular emphasis on the effectiveness of credit resources: over the past three years, UZS 314 trillion has been allocated to entrepreneurship projects in mahallas, yet their results vary significantly across regions.
At the beginning of the year, the poverty rate in the country stood at 5.8%, while the number of people in need was 2.2 million. The figure has now fallen to 1.5 million. As a result of effective organisation of efforts, 49 districts and 3,429 mahallas are becoming areas free from unemployment and poverty.
At the same time, results in 159 districts and cities and 5,536 mahallas were deemed insufficient. The head of state stressed that all regions have been provided with equal powers, resources and opportunities, and therefore it is necessary to ensure their effective use.
The meeting also examined the reasons for low performance at the local level. It was noted that officials responsible for the work of the “mahalla seven” do not always provide employees with clear instructions on implementing adopted decisions. The practice of avoiding responsibility among officials tasked with reducing poverty and unemployment was also criticised.
Differences in the effectiveness of lending were demonstrated by district-level figures. The Sharof Rashidov and Karshi districts each received UZS 2.3 trillion. In Sharof Rashidov district, these funds helped 30,000 people move out of poverty, with an average of UZS 78 million allocated per person. In Karshi district, the living conditions of 13,000 people in need improved, with UZS 176 million allocated per person on average.
The Kamashi and Piskent districts each received UZS 1.1 trillion. In Kamashi district, 28,000 people were lifted out of poverty, while in Piskent the figure was 4,500. In Piskent district, UZS 250 million in credit resources is allocated per person lifted out of poverty.
“Over the past three years, UZS 314 trillion has been allocated to entrepreneurship projects in mahallas. However, the impact of these loans on poverty reduction is not felt equally across all districts,” President Shavkat Mirziyoyev said.
