Uzbekistan and Azerbaijan Sign Military Cooperation Plan for 2027

Uzbekistan and Azerbaijan have signed a Bilateral Military Cooperation Plan for 2027. The document was concluded following a meeting between the countries’ defense ministers, Lieutenant General Shukhrat Khalmukhamedov and Colonel General Zakir Hasanov.
The meeting took place in Baku on September 30 during Uzbek Defense Minister Shukhrat Khalmukhamedov’s working visit. According to Azerbaijan’s Ministry of Defense, the talks were held on the sidelines of the 6th Azerbaijan International Defence Exhibition ADEX-2026.
The sides noted that military cooperation between Uzbekistan and Azerbaijan is based on relations of friendship and brotherhood. They also highlighted the importance of cooperation for developing and strengthening the armed forces of the two countries.
The ministers discussed the current state and prospects of cooperation in the military, military education and military-technical fields. They also exchanged views on other issues of mutual interest.
Shukhrat Khalmukhamedov highlighted the importance of military personnel from the two countries participating in international events and joint exercises, exchanging experience and building professional ties. Zakir Hasanov, in turn, emphasized the role of mutual visits and meetings in advancing bilateral relations.
The signing of the 2027 plan followed negotiations between the two defense ministries. Its draft had previously been discussed during staff talks held in September, when the sides reviewed the current state and prospects of military cooperation and exchanged views on issues of mutual interest.
The new document establishes the framework for bilateral cooperation between the defense ministries for 2027, covering military and military education areas among the areas discussed by the two sides.
