Uzbekistan Introduces a "Golden Card" for Foreigners – Price Tag: $200,000

Foreign nationals can now obtain a residence permit in Uzbekistan through a simplified procedure in exchange for payment. According to the presidential decree, starting from June 1, 2025, foreign citizens will be eligible to receive a five-year residence permit in Uzbekistan by paying $200,000, with an additional $100,000 for each family member (spouse, children, and parents).

The concept of paying for residency is not unique to Uzbekistan; many other countries have similar “golden visa” schemes aimed at attracting foreign investors. Examples include the UAE, Portugal, Turkey, and Greece. Uzbekistan is now joining their ranks.

Starting from October 1, 2025, white sugar imported into Uzbekistan without aromatic or coloring additives will be exempt from excise tax.

Legal entities with 20 or more employees will be allowed to pay their assessed taxes on property, land, and rent in two installments — on July 15 and December 1, 2025.

Additionally, under the presidential decree, entrepreneurs in the public catering sector will be eligible for partial VAT refunds, provided that at least 80% of their total revenue comes from the sale of goods and services in that sector.

The deadline for industrial enterprises to install automatic monitoring stations, dust and gas purification systems, local water treatment facilities, and stationary monitoring posts has also been extended:

For Category I enterprises — until January 1, 2026;

For Category II enterprises — until July 1, 2026.
