Zelenskyy Puts Ukraine’s Defence Ministry Budget Shortfall at $27 Billion

Ukrainian President Volodymyr Zelenskyy has put the budget shortfall of the country’s Ministry of Defence at $27 billion. He said a substantial portion of the funding is needed to cover defence-related expenditures ahead of the start of 2027.
Speaking to journalists on August 23, Zelenskyy said that earlier this year part of the funds originally allocated for the second half of the year had been redirected to drone production and other defence needs. Those expenditures now need to be replenished.
According to the Ukrainian president, $8–10 billion is required to ensure adequate financing at the beginning of 2027. The funds need to be secured in advance to provide weapons and other necessary resources as early as January.
Another nearly $20 billion is allocated to military personnel salaries, payments to the families of fallen service members and other areas of defence financing.
Kyiv is negotiating with its French and German partners over the funding gap. At the same time, Ukraine expects to receive €30 billion from the European Union. According to the information provided, however, the release of these funds depends on the adoption of the relevant legislation by Ukraine’s parliament.
The financing gap therefore remains a major issue for Ukraine as it seeks to secure defence spending for the remainder of the current year and prepare funding for the beginning of 2027.
