I sincerely congratulate you on your professional holiday – Construction Workers' Day – and offer you my most sincere and kind wishes.
On this significant day, we especially note that the construction industry is becoming one of the key sectors shaping the modern image of New Uzbekistan. Indeed, it is impossible to imagine the construction of well-maintained cities, villages, and mahallas, new residential communities, large strategic facilities, modern enterprises, and social and economic infrastructure in the country without the dedicated work of construction workers, who have embodied their knowledge, high professionalism, and skill, and the participation of the construction industry as a whole.
In recent years, extensive work to fundamentally reform the sector, transform it into a driver of our economy, improve the investment climate, and widely implement modern urban planning and digital governance principles is already yielding positive results.
It's worth noting that over the past nine years, more than 210 million square meters of buildings and structures have been constructed in the country, including residential buildings with 647,000 apartments, 135,000 of which were completed last year. This year, another 140,000 new apartments are planned for completion. By 2040, we intend to increase the volume of housing construction to 280,000 apartments annually, and the number of "Yangi Uzbekistan" residential complexes from 61 to 120.
This year, thanks to your tireless efforts, construction and improvement work on unique spiritual and educational facilities—the Center for Islamic Civilization in Uzbekistan, the Imam Bukhari Memorial Complex, and the Burhaniddin Marginoni Tourist Center—has been completed.
The implementation of megaprojects such as the construction of New Tashkent in the capital, Nurafshan in the Tashkent region, Babur in the Andijan region, Shirin in the Samarkand region, and Al-Khwarizmi in the Khorezm region—based on the application of advanced engineering solutions and the adoption of green building principles—opens a new, bright page in the history of urban development in our country.

Today, large-scale reforms are being implemented in the construction, building materials, and related sectors, which collectively employ over 3.5 million people. Recently, the number of procedures for obtaining construction permits has been reduced by three times, and the processing time by four times. Twenty-four modern electronic platforms have been launched on the basis of the National Information System "Transparent Construction," allowing for the digitalization of key management processes. All control procedures have also been fully digitized.
The introduction of an electronic tender platform in the public procurement system has also become an important factor in ensuring transparency. Artificial intelligence technologies are being actively implemented in the industry.
What's particularly significant is that all these transformations help reduce the impact of the human factor, eliminate corruption risks, and improve the effectiveness of decision-making.
