A “Mothers’ Shelter” Service Will Be Launched for Mothers Who Wish to Relinquish Parenting

Starting February 1, 2025, a “Mothers’ Shelter” service will be introduced at children’s homes for mothers who wish to relinquish parenting, including pregnant women. Under this service, mothers and their children (under 4 years old) will be provided with temporary shelter for up to one year based on a social contract.

On November 14, 2024, Presidential Decree No. PF-185, “On Measures to Further Improve the Social Protection System for Children,” was issued.

In accordance with this decree, the “Mothers’ Shelter” service will be launched from February 1, 2025, offering the following:

Temporary shelter for mothers and their children (under 4 years old) for up to one year based on a social contract;

Social, legal, psychological, and medical services, along with the development of parenting and professional skills;

Assistance in acquiring professional skills and ensuring employment for mothers.

Additionally, the decree states that starting January 1, 2025:

The practice of temporarily admitting children from low-income families to orphanages and children’s homes has been discontinued;

Social assistance will be provided to orphans and youth deprived of parental care to support their education, employment, medical treatment, and housing improvement;

Prospective adoptive parents, including those seeking to adopt orphans and children deprived of parental care, will be included in foster parent training courses;

Small-scale children’s homes will be gradually established in Andijan region, Tashkent city, and Samarkand region;

The “Mehr Daftari” (Compassion Registry) funds will be dissolved.
