Anti-corruption agency sums up the year: thousands of cases, 12 khokims punished

In 2025, twelve district and city khokims in Uzbekistan were held accountable for corruption. A total of 5,222 corruption crimes were identified during the year, down 8.6% from 2024.

The figures were announced at a press conference in Tashkent by the head of the Anti-Corruption Agency, Akmal Burkhanov. According to him, the highest number of violations was recorded in healthcare, preschool and school education, and local administrations.

More than 300 corruption crimes were linked to local khokimiyats, the agency said. Over 80% of those cases involved khokim assistants, a sector described as having numerous corruption-prone factors.

Regionally, the number of cases increased in the Fergana and Surkhandarya regions, while declines were recorded in Khorezm, Kashkadarya, Tashkent, and Samarkand regions. The highest numbers were reported in Tashkent city (612), Tashkent region (584), and Fergana region (455).

The agency also reviewed 192 public procurement deals worth 673.3 billion soums and found legal violations. As a result, 14 individuals faced administrative penalties, 12 received disciplinary measures, and two criminal cases were opened.

Burkhanov said that in 2026 the government plans to fully digitalize the allocation of subsidies and preferential loans, removing the human factor and the involvement of khokim assistants and the so-called “mahalla seven.” The move is expected to significantly reduce corruption.

In late December, President Шавкат Мирзиёев described corruption as a key threat to the country’s development and announced a new anti-corruption control system to be introduced from 2026 across all government bodies.
