Clarification on Eco-Stickers: No Fines Until 2028, 2026 is a Transition Period

Authorities have officially denied rumors about the introduction of fines for cars with red and yellow eco-stickers entering "ecological zones" as early as 2026. Fines under the new "Ecological Transport" system will not come into force until 2028 at the earliest, and the upcoming year has been declared a transition period for drivers to adapt.
Official clarifications have appeared regarding the timing of the introduction of liability under the new "Ecological Transport" system (eco-stickers). Earlier, erroneous information was circulating that in 2026, owners of cars with red and yellow stickers would begin receiving fines for entering special zones.
These reports are not true. It has been officially confirmed that 2026 will be a transition period, the main objectives of which will be:
Full implementation of the system.
Informing drivers about the rules.
Formation of an ecological culture among car owners.
The goal of the system is not punishment, but a gradual reduction of harmful emissions, improving air quality in cities and stimulating the transition to cleaner transport. Owners of vehicles with low environmental classes are given time to bring their vehicles into compliance with the requirements. For this purpose, opportunities are provided to improve the environmental category of the car after its modification, as well as free diagnostics at technical inspection centers throughout the country.
Penalty sanctions for violating the rules of entry into ecological zones will be introduced no earlier than 2028. Until then, drivers will receive electronic notifications and warnings about the need to comply with the new rules.
