Zelensky noted that both sides are suffering painful casualties on the battlefield, even with the ratio of Ukrainian to Russian losses standing at one to five or one to six.

To bring the war to a close, Zelensky proposed a direct high-level meeting and urged setting a specific date for it, noting that multiple nations stand ready to host the venue. According to Kyiv, the peaceful settlement process must incorporate the United States and European countries that possess real leverage to influence the situation and establish a new security architecture. For the duration of the negotiations, Ukraine states it is prepared to implement a complete ceasefire and execute a massive prisoner of war exchange under an "all-for-all" formula to resolve the conflict on fair and guaranteed terms.
