A Customs Clearance Center will be established within the Customs Committee system. As part of this process, remote electronic declarations from regional departments at customs posts will be gradually phased out.

Presidential Decree No. PQ-122, "On Additional Measures for Organizing the Activities of State Customs Authorities and Further Improving Customs Administration," outlines the key goals for developing the customs sector in 2025:

implementation of artificial intelligence technologies in customs administration;

improvement and enhancement of the efficiency of customs information systems;

optimization of the organizational structures of customs authorities.

According to the decree, the "Risk Management" information system will determine the risk levels of goods, vehicles, and individuals, as well as the forms and scope of customs control in the following categories:

"Green corridor" – low-risk level, with no customs control procedures applied (except for post-release customs control). Goods directed to the "green" corridor will be processed automatically;

"Yellow corridor" – medium-risk level, with one or more forms of customs control applied (except for customs and personal inspections);

"Red corridor" – high-risk level, with one or more forms of customs control applied;

"Blue corridor" – customs control is conducted after the release of goods and vehicles.

Starting from October 1, 2025, all certificates, conclusions, and permits required for the import, export, and transit of goods will be issued exclusively through the "Single Window" customs information system.

From September 1, 2026, the Customs Committee will introduce an information platform that includes logistics services and ensures convenient procedures for all participants in foreign economic activities.

Additionally, customs terminals will be built in areas adjacent to customs checkpoints to facilitate logistics.

For identical goods within a single foreign trade contract, permits such as phytosanitary certificates for quarantine products with low risk, veterinary permits for the import and export of plant and animal products, permits for ozone-depleting substances and products containing them, certificates of conformity, hygiene, and environmental certificates will be issued once for a period not exceeding one calendar year.
