Israeli Defense Minister Israel Katz has instructed the Israel Defense Forces (IDF – Tsahal) to develop a plan that would allow residents of the Gaza Strip to "voluntarily leave" the region and relocate to any country willing to accept them.

On his X page, Katz wrote: "The plan includes exit options through border crossings, as well as special mechanisms for sea and air routes."

According to Katz, Palestinians should be accepted by countries that oppose Israel’s military actions, including Spain, Ireland, and Norway.

The defense minister expressed support for U.S. President Donald Trump’s initiative, calling the plan "a broad opportunity for Gaza residents who wish to leave". He also added that these measures would help in the reconstruction of a "demilitarized Gaza", but this process "will take many years."

Furthermore, Katz stated that Spain, Ireland, Norway, and other countries must accept Palestinians because they have "wrongfully accused Israel" over its military actions in Gaza, and thus, they now have a "legal obligation" to accept the region’s residents.

"If these countries refuse, their hypocrisy will be exposed," Katz said. He also mentioned Canada, pointing out that it has an "organized immigration program" and had previously expressed readiness to accept Gaza residents.
