Kassym-Jomart Tokayev Coordinated Legal Reforms with OTS Delegates Ahead of Major Forum

The deepening of multilateral cooperation among the member states of the Organization of Turkic States (OTS) in the judicial and law enforcement sectors is becoming a critical factor for ensuring sovereign stability and establishing a secure legal environment for cross-border investments. President of Kazakhstan Kassym-Jomart Tokayev held an official meeting with the heads of the supreme judicial authorities of the Turkic region.
The discussion was attended by the Chairman of the Supreme Court of Azerbaijan Inam Kerimov, the Chairman of the Supreme Court of Kyrgyzstan Mederbek Satyev, the President of the Court of Cassation of Turkey Omer Kerkez, the President of the Council of State of Turkey Zeki Yiğit, and the First Deputy Chairman of the Supreme Court of Uzbekistan Alisher Usmanov. The high-ranking delegates arrived to participate in the second conference of the supreme courts of the OTS member states, hosted in Turkistan to address the technological transformation of justice.
During the bilateral dialogue, Kassym-Jomart Tokayev emphasized that the coordinated efforts of judicial bodies directly serve the strategic interests of the brotherly nations in an era of rapid global changes. A significant part of the meeting focused on briefing the foreign guests about Kazakhstan's unprecedented domestic reforms ahead of the entry into force of the country's new Basic Law on July first. The President highlighted that the updated Constitution lays an unshakeable foundation for statehood, with key priorities being the protection of citizens' digital rights, including personal data security in virtual space, and the radical strengthening of the institution of the bar. To practically implement these constitutional provisions, five independent constitutional laws have already been enacted in the republic, and more than 70 existing codes have been adjusted.
The comprehensive agenda of the upcoming Turkistan forum covers the end-to-end digitalization of judicial proceedings, the deployment of intelligent law enforcement systems, and the formulation of unified, transparent mechanisms for the protection of foreign investors. The Head of State expressed confidence that the open exchange of views among the heads of the supreme courts would provide a powerful impetus to the institutional development of the OTS, reinforce the organization's international prestige, and enable the formation of advanced judicial models capable of effectively mitigating contemporary legal and technological risks.
