More Than 25 Countries Agree on Approaches to Human Rights Protection in the Digital Environment

The Tashkent Declaration was adopted following the international conference “Human Rights in the Context of Digital Transformation: Modern Approaches”, held in Uzbekistan at the initiative of the Commissioner of the Oliy Majlis for Human Rights. The document sets out common approaches to protecting human rights and freedoms, advancing digital inclusion and strengthening international cooperation amid the development of digital technologies.

The conference brought together ombudsmen from more than 25 countries, representatives of national human rights institutions and international organisations, experts, parliamentarians, and representatives of government and civil society organisations.

The event was organised jointly with the United Nations Development Programme, the OSCE Project Co-ordinator in Uzbekistan and the Konrad Adenauer Foundation’s representation as part of events marking the 35th anniversary of Uzbekistan’s state independence. The conference was opened by Tanzila Narbayeva, Chairperson of the Senate of the Oliy Majlis.

Participants addressed personal data protection, accountability in the use of artificial intelligence, preventing discrimination and violence online, and ensuring equal access to digital services.

Three thematic sessions focused on protecting the rights of women and young people in the digital environment, combating cyberbullying and online violence, protecting personal data, and developing inclusive digital services for persons with disabilities.

A number of cooperation documents between the Human Rights Commissioner and national and international partners were also signed during the conference. The Tashkent Declaration calls for stronger international cooperation, expanded digital inclusion and improved mechanisms for protecting human rights in the digital environment.
