OTS Strengthens Cooperation on Green Finance and Regional Security

The Organization of Turkic States (OTS) advanced cooperation in two areas in Astana — green finance and security. On September 9, the capital of Kazakhstan hosted the second meeting of the Turkic Green Finance Council and the third meeting of the ministers of internal affairs of OTS member states. Both events are included in the OTS official programme for September 9–11.
At the Green Finance Council meeting, OTS Secretary General Ambassador Kubanychbek Omuraliev stressed the need to turn policy commitments into practical, bankable projects and measurable outcomes. He called for the creation of a regional green project database and actionable programmes to support a resilient, low-carbon future.
Held on the sidelines of Astana Finance Days, the meeting brought together representatives of financial regulators, ministries of economy and finance, and stock exchanges from OTS member and observer states. Participants discussed measurable targets, expanding the pipeline of eligible green projects, data and expertise sharing, and capital market integration. The sides signed a communiqué reaffirming their commitment to the principles of the Turkic Green Vision and further cooperation in green finance.
Meanwhile, the OTS ministers of internal affairs focused on joint efforts against crime, terrorism, extremism, transnational organized crime and cybercrime. Human trafficking, irregular migration and information exchange between law enforcement agencies were also discussed.
The meeting also addressed a draft agreement on establishing a Council for Combating Crime among OTS member and observer states. The participants signed a joint declaration on further cooperation in security and combating crime. The fourth meeting of the OTS ministers of internal affairs is scheduled to take place in Türkiye in 2027.
