President Announces Reform of Mahalla Governance

Improving the effectiveness of mahallas, strengthening the accountability of local leaders, and creating new jobs were the main topics of a videoconference chaired by President Shavkat Mirziyoyev. The President stressed that, alongside sufficient financial resources, initiative and tangible results must become the key drivers of local development.

President Shavkat Mirziyoyev chaired a videoconference focused on introducing a new development model for mahallas and reorganizing the activities of the local "mahalla seven" governance system. The discussion centered on improving local administration, upgrading infrastructure, and expanding economic activity.

It was noted that this year an average of 250 billion soums has been allocated to each district, while every mahalla received around 5.5 billion soums for infrastructure improvements and projects benefiting residents and entrepreneurs.

Following the expansion of financial powers for district governors and mahalla chairpersons, additional revenues retained at the local level doubled. On average, districts retained 22 billion soums in additional income, while mahalla budgets increased by 150–200 million soums.

The President emphasized that local officials now have sufficient resources and authority to address community issues, but many still lack initiative and personal responsibility. He called on mahalla chairpersons to develop comprehensive territorial plans, bring unused land and facilities into economic circulation, and present concrete proposals for regional development.

The meeting also noted that more than 200 public appeals had been received this year from 87 mahallas through the People's Reception Offices. Despite the allocation of 7.5 trillion soums under the "Initiative Budget" program, no projects were implemented in 2,136 mahallas.

Employment issues were also reviewed. During the first six months of the year, banks financed small-scale projects worth 18.5 trillion soums, enabling the implementation of more than 110,000 microprojects and the creation of approximately 259,000 jobs. At the same time, the President criticized the low number of new projects launched in several districts and instructed officials to make more effective use of available resources.
