Athletes from Russia and Belarus will be allowed to attend the opening ceremony on 26 July, but only as spectators. They are strictly forbidden to participate in the parade.

About 58 athletes from Russia and Belarus are expected to participate in the Olympics in Paris, but only in a neutral status. They will be forbidden to perform under their national flags, as well as to publicly express support for Russia's invasion of Ukraine.

The IOC will make a decision on whether Russian and Belarusian athletes will participate in the closing ceremony of the Olympics on 11 August at a later date.
