The Senate of the Oliy Majlis has approved comprehensive amendments to the Code of Administrative Responsibility, aimed at protecting citizens' rights and boosting judicial transparency. The reforms will fundamentally impact consumer protection, youth rights, and legal proceedings, making them more objective and rigorous.

A key milestone is the introduction of Article 178-2, establishing administrative liability for concealing rolled-back odometer mileage during car sales to eliminate fraud in the secondary automobile market. To safeguard minors, the participation of a teacher or psychologist during administrative hearings involving minors is now strictly mandatory.

The law also systematically codifies the principles of judicial recusal and self-recusal for the first time to ensure absolute impartiality. Furthermore, the procedure for the early reinstatement of driving or hunting licenses has been tightened; such cases will be handled strictly by courts under clear provisions, and early mitigation is entirely ruled out for repeat offenders or those who have previously utilized this benefit.
