New rules for organizing and conducting umra (small pilgrimage) have been approved, according to a statement from the Committee for Religious Affairs.

In particular, the amount that needs to be reserved has increased tenfold—to $1 million. Now, companies wishing to obtain a license for conducting umra must deposit $1 million into the "Ziyorat" reserve fund, instead of the previous $100,000. Organizers of umra must also establish an agreement with a partner organization in Saudi Arabia, and all financial transactions must be conducted exclusively through banks.

Additionally, organizers are required to work directly with pilgrims, excluding intermediaries such as tour operators and travel agents. Pilgrims can only travel to Saudi Arabia directly, without transiting through third countries, and solely on a "umra" visa.

The company must also ensure that pilgrims have the necessary conditions, including medical assistance, and must accommodate them only in hotels rated no lower than three stars.
