Analysis shows that where local authorities and traffic safety inspectors work together, there are tangible improvements. For instance, after 6 km of protective barriers were installed on the D-105 Fergana ring road in Chust district, not a single fatal accident was recorded in 2025 — whereas in previous years, up to 10 people died annually on that stretch.

An inspection of national and international highways revealed critical gaps: 1,557 km of protective barriers, 967 km of sidewalks, and over 38,000 road signs are lacking.

As part of the program, the Republican “Safe Road and Pedestrian” Fund will be relaunched under the control of the government and will have branches in every region. In 2025, the fund is expected to accumulate 400 billion soums from various sources, including 25% of fines collected from traffic violations detected by radar.

The fund’s resources will be allocated to improve the most hazardous road segments — through the installation of divider barriers, traffic lights, road signs, lighting, pedestrian crossings, and the digitalization of intersections. Oversight of the fund’s spending will be ensured by regional authorities, traffic safety departments, and representatives of civil society, ensuring full transparency.
