Peace plan negotiations between U.S. and Ukrainian delegations have concluded in Florida. As early as tomorrow, special envoy Steve Witkoff may meet with Vladimir Putin in Moscow — the sides see a real chance for an agreement, though major differences remain unresolved.

Talks between the United States and Ukraine on the proposed peace plan have wrapped up in Florida. U.S. Secretary of State Marco Rubio described the meeting as “very productive and useful,” but noted that “there is still a lot of work ahead.”

Rubio added that Washington maintains close contact with Moscow, and U.S. President Donald Trump’s special envoy Steve Witkoff will depart for Moscow on December 1 for negotiations with President Vladimir Putin. According to AFP, the meeting may take place on December 2. Kremlin spokesman Dmitry Peskov said the talks should occur before December 4–5.

U.S. President Donald Trump said the sides have a “good chance” of reaching a peace agreement. However, he noted that Kyiv still faces “difficult small problems,” including a corruption scandal that complicates efforts to end the war.

According to RBK-Ukraine, the delegations failed to finalize a draft peace agreement, leaving several “problematic issues” unresolved. Notably, the Ukrainian delegation refused to withdraw its troops from the Donetsk region.

The initial 28-point peace proposal envisioned recognizing the Donetsk and Luhansk regions as Russian territory — including by the United States.
