250 lawmakers spoke in favour of the initiative, while 180 members of the lower house voted against it. The bill required a two-thirds vote of congressmen to pass.

A group of Republicans introduced a document on 3 February proposing to send $17.6 billion in aid to Israel without additional funding for Ukraine. The US administration strongly opposed the initiative, saying that President Joe Biden intended to use his veto power if the bill was passed by Congress.
