US Removes Syria from State Sponsors of Terrorism List

The United States has removed Syria from its list of state sponsors of terrorism, where the country had been designated since 1979. Washington has also removed Hay’at Tahrir al-Sham (HTS) from the terrorist organization lists maintained by the US State Department and Treasury Department.
US Secretary of State Marco Rubio said the decision recognizes measures taken by the Syrian government under President Ahmed al-Sharaa to prevent international terrorism. According to Rubio, over the past year Syria has joined the Global Coalition against ISIS and has conducted counterterrorism operations against al-Qaeda and other armed groups.
US Treasury Secretary Scott Bessent said lifting the restrictions could help attract additional investment to Syria and support the country’s political and economic stability.
The move represents another shift in Washington’s policy toward Damascus. In June 2025, US President Donald Trump signed an order lifting sanctions against Syria that had been imposed in 2004.
In May 2025, Trump met with Ahmed al-Sharaa, who had previously led HTS. The group’s offensive in December 2024 resulted in the overthrow of Bashar al-Assad’s government.
