The United States has nearly exhausted its capacity to impose new sanctions on Russia, US Secretary of State Marco Rubio admitted. According to him, Washington has already targeted the country’s largest energy companies, leaving few options for further restrictions.

Rubio made the statement during a meeting of G7 foreign ministers in Canada, where participants discussed future pressure strategies on Moscow and the broader direction of Western economic policy.

“There aren’t many [targets] left for us to sanction. We’ve already hit their biggest oil companies, which everyone asked for. Obviously, it will take time to feel the effects. But I don’t know what else we can do — we’ve almost run out of options,” Rubio said.

In late October, the US Treasury Department announced sanctions against Russia’s top oil exporters — Lukoil and Rosneft — along with their subsidiaries. Foreign partners were given one month to wind down operations or face secondary sanctions.

Following the measures, Lukoil announced the sale of its overseas assets, while refineries in India and China’s state-owned oil firms halted new purchases of Russian crude — a serious blow, given that both countries are key buyers of Russian oil.

Analysts note that Rubio’s remarks underscore the limits of Washington’s sanctions policy, which has already targeted nearly every major export sector of the Russian economy.
